（中央社記者陳至中台北18日電）教育部國民及學前教育署日前召開私校諮詢會，以屏東縣私立屏榮高中不當管教學生服裝儀容，且限期未改善為由，核減112年度獎勵款新台幣100萬元，是教育部主管學校中首例。

屏榮高中學務主任陳季容告訴中央社記者，這學年度已經放寬學生服裝儀容的相關規定，以「不染、不燙」為原則，對學生並沒有處罰，而是採取鼓勵的方式。至於遭教育部決議核減100萬元，陳季容則表示，感到遺憾，但也只能尊重。

教育部規定學校不能以服裝儀容為由處罰學生，但媒體報導，屏榮高中長年有不當言語及管教方式，包括用尺量頭髮長度，規定冬天的禦寒衣物不能外露於制服外等。

教育部今天文字回應指出，國教署近期持續接獲民眾陳情，並派員查證，確認屏榮高中管教方式不當屬實，且限期未改善，經提報私校諮詢會討論後，學者專家決議核減112年度獎勵款新台幣100萬元。

教育部表示，將於近期發函，要求屏榮高中即行全面檢討改善現有不當服儀管理措施，務必依「高級中等學校訂定學生服裝儀容規定之原則」落實執行，未來將持續追蹤督導該校改善情形。

「高級中等學校訂定學生服裝儀容規定之原則」要求學校須設置服裝儀容委員會，透過公聽、說明會、問卷調查等民主參與方式，廣納學生和家長意見，進而訂出服裝儀容規定，但只能比教育部的規定寬鬆，不能更嚴格。

其中一項規定是，學生可依個人對天氣冷、熱的感受，自由選擇搭配長短袖校服。天氣寒冷時，學校應開放在「校服內外」穿保暖衣物。另外除非有公共衛生、安全、防止傳染病等因素，不能限制學生的髮型樣式。

對於違反服裝儀容規定的學生，學校不能處罰，但可採適當且合乎比例原則的輔導或管教措施，包括正向管教措施、口頭糾正、列入日常生活表現紀錄、通知監護人協請處理、書面自省及靜坐反省。（編輯：謝雅竹）1111118
